安全事故頻發,把網約車推上了輿論的風口浪尖。眼下,全國正開展“史上最嚴”網約車專項整治行動。
全國安全大檢查進展如何?給網約車市場帶來哪些變化?如何在保障安全的前提下實現網約車的有序發展?圍繞公眾關心的這些問題,新華社記者近日在北京、上海、福州等城市展開了調查。
“安檢風暴”席卷全國,網約車平台抓緊整改
當前,全國掀起一場網約車安全檢查風暴。8月31日,交通運輸新業態協同監管部際聯席會議決定自9月5日起,在全國范圍內對所有網約車順風車平台公司開展進駐式全面檢查。9月10日,交通運輸部、公安部宣布自即日起至12月31日,在全國范圍組織開展打擊非法從事出租汽車經營的專項整治行動。9月11日,交通運輸部等多部門組成的網約車、順風車安全專項工作檢查組陸續進駐首汽約車、神州專車等網約車和順風車平台公司,展開安全專項檢查。
記者調查了解到,目前各地的安全檢查正在緊鑼密鼓地展開。例如,上海多部門從9月7日起多次進駐滴滴(上海)公司開展安全專項檢查。上海市交通委執法總隊表示,將聯合公安部門對網約車平台開展每周不少於2次的進駐式安全大檢查。同時,在全市重點區域加大路面執法檢查力度;福州市有關部門表示,將在全市網約車平台推廣安裝車載智能終端設備,該設備具備攝像、錄音、一鍵報警等功能。
多家網約車平台已作出相關業務調整。滴滴出行從8月27日起在全國范圍內下線順風車業務;9月4日起乘客端原“緊急救助”功能升級為“一鍵報警”;9月8日起試運行全程錄音功能;9月13日起,司機每日出車前進行安全知識考核。此外,9月4日,滴滴宣布暫停提供9月8日至14日深夜服務(23:00至次日5:00)。
8月26日,高德地圖已暫時下線順風車業務。美團打車增加了夜間乘車安全提醒,用戶上車前需添加緊急聯系人。
合規監管趨嚴運力現緊張,安全隱患仍不少
在這場安全大檢查下,網約車市場出現了哪些變化?對司機和乘客影響幾何?
——網約車司機合規成本增加,運力現緊張。北京的網約車司機張師傅對記者說:“沒搞安全大檢查前,用的是私家車,一年保險費四五千元。監管趨嚴後,車輛必須辦網約車營運證才能上路,每年保費增加到一萬多元,再加上發生安全事故後,訂單也少了一些,有些人都不幹了。”
記者於9月12日22時許在上海靜安寺商圈打車,滴滴平台顯示有77人等待,預計需要等待35分鍾。滴滴公司上海地區負責人表示,在加強合規審查後,目前在運力保障方面存在一些挑戰,但會根據主管部門要求,應對中秋國慶等大客流制定應對計劃,履行平台責任。
——乘客重拾路邊打車,但某些路段仍有不便。在上海浦東工作的張曉娜說,之前都是在網上約順風車或出租車,為了安全考慮,最近這些平台用得少了,又回到路邊打車了。但如果碰到高峰時段或者偏僻路段,要等很久,而且有的出租車顯示“待運”也不停。
在北京國貿地區工作的陳敏稱,自己經常加班到淩晨,但最近下夜班後回家,既打不到出租車也叫不到滴滴,很不方便。
——安全隱患和漏洞仍不少。記者調查發現,目前北京、上海等城市對網約車“本地車、本地人”的監管要求,尚未完全落到實處。例如,上海市交通執法部門9月7日在檢查網約車平台數據時發現,仍有不合規的外地車輛和司機在接單,已要求平台立即整改。此外,還存在“部分已完成訂單的機動車駕駛證號為空”“部分訂單缺失”“部分注冊賬號司機信息不全”等情況。
不能“一棒子打死”,但“安全帶”必須綁緊
記者調查發現,消費者對合法合規的網約車需求仍然很大。眼下,全國范圍的安全大檢查正在進行中,社會各界都在探索,如何在保障安全的前提下,實現網約車這一新業態的有序發展。
業內人士認為,對於網約車這一新業態在發展中存在的問題,監管部門從來不主張“一棒子打死”,也已經出台了一系列規范措施。未來,相關部門要盡快與平台對接車輛和駕駛員信息、派單和運價機制、運營情況等數據,建立起對網約車行業的有效監管,引導行業有序發展。
上海市城市交通運輸管理處明確要求,網約車平台要采取線上技術和線下實地認證等措施,進行梳理後清退非滬籍駕駛員,對於非滬牌車輛或線上線下車牌不符的“馬甲車”,經過核實後,堅決予以清退。
企業也出台了自律措施。滴滴宣布,9月15日起恢複深夜出行服務,同時試行深夜運營規則,對司機注冊時間和安全服務單次做出要求。
中國出租汽車產業聯盟秘書長葛磊認為,如果因為一個平台的停運,出現打車難或黑車回潮等情況,是很不正常的。根本原因還在於許多城市正規出租車運力不足,或是因為部分網約車平台低價惡性競爭,造成了巡遊車行業人員流失。
無錫中天客運有限公司董事長周興泰說:“地方政府、交通運輸管理部門應當根據本地區運量需要,合理規劃中長期運力配備方案。其中對網約車的發展,要依照法規和監管部門的最新要求,把好准入和執法關。”

THREE: Use the name of a new acquaintance frequently. Example: Judy, I like that suggestion. Or: Your vacation must have been exciting, Fred. You show that you have paid attention from the start, catching the name during the introduction. Equally as important, you*ll make conversations more personal by including the listener*s name several times.
The Sesame Workshop and the International Rescue Committee have won a $100m (£75m) grant to help with the "toxic stress" on child refugees.
It will help children in Jordan, Lebanon, Iraq and Syria
Jeffrey Dunn, head of Sesame Workshop, said Syria's refugee crisis was the "humanitarian issue of our time".
"This may be our most important initiative ever," he said.
Tackling trauma
The award has been made by the Chicago-based John D and Catherine T MacArthur Foundation, which wants to make "big bets" on influencing major challenges.
Sesame Street is going to be used as a way of helping teach traumatised youngsters about relationships
It's one of the biggest single philanthropic donations to such an education project - and will fund efforts to provide early years education and tackle the trauma of millions of young refugees created by Syria's conflict.
It will produce a customised version of Sesame Street for the young Syrian refugees, available on mobile phones, which will support literacy and numeracy, help to teach about relationships and encourage respect for others.

There will also be child development centres created, where parents will be able to bring children, and where advice, resources and information will be available.
Julia Stasch, president of the foundation, said this would be "the largest early childhood intervention program ever created in a humanitarian setting".
